Fact Check: Electricity Has Not Been Made Free in Uttar Pradesh and Bihar

New Delhi (Vishvas News). A video of Prime Minister Narendra Modi is going viral on social media, with claims that he announced free electricity in Uttar Pradesh and Bihar. The video claims that residents of these two states no longer need to pay electricity bills.
Vishvas News investigated this post and found it to be misleading. The video is from May 2024, during a rally in Patna, where PM Modi was talking about the PM Surya Ghar Free Electricity Scheme. In his speech, he stated that electricity bills could effectively be reduced to zero for citizens who install rooftop solar panels under this government scheme, but not that electricity would be free for everyone.

Facebook user Azad Bhart shared the viral video on May 25, 2025, with the caption, “No one will pay the electricity bill, this is Modi’s announcement.”

Investigation
To verify the viral claim, we conducted a Google search with relevant keywords, and we did not find any credible news reports of free electricity in Bihar and Uttar Pradesh.
To check the source of the video, we conducted a reverse image search of the keyframes and found that the full video was uploaded on PM Modi’s official YouTube channel on May 25, 2024. The footage is from a rally held in Pataliputra, Bihar, ahead of the 2024 Lok Sabha elections.
At the 44.48 minute mark in the same video, the Prime Minister can be heard saying, “This is a scheme that will ensure you face no electricity problems in your life. Modi has decided that your electricity bill will be zero. We have launched the PM Surya Ghar Free Electricity Scheme. Solar panels will be installed on rooftops to generate power. You will use electricity as per your needs, and the excess will be bought by the government. For this, every family will also receive ₹75,000 to install solar panels. You can register online right now.”
To confirm, we contacted Dainik Jagran reporter Jitendra Kumar, who covered PM Modi’s Patna rally in May 2024. He confirmed that this video is from the Patliputra rally, where PM Modi discussed free electricity by promoting the PM Surya Ghar Free Electricity Scheme.
What is the PM Surya Ghar Free Electricity Scheme?
The PM Surya Ghar Muft Bijli Yojana is a government initiative that aims to provide financial assistance to consumers to install rooftop solar panels. Under this scheme, the government offers a subsidy to help families meet their electricity needs and earn additional income by selling excess electricity to the grid.
Facebook user Azad Bhart, who shared the misleading post, has 12000 followers.
