Fact Check: Viral Claim That Bihar Assembly Elections 2025 Voter Turnout Exceeded Total Registered Voters Is False

New Delhi (Vishvas News). Following the announcement of the results of the 2025 Bihar Assembly Elections, a claim is going viral on various social media platforms that the total number of voters in Bihar was 74.2 million, but 74.5 million votes were cast. This data is being shared to claim ‘fraud’ in the Bihar elections.
Vishvas News investigated and found this claim to be false and election propaganda. The voter turnout in both phases of the Bihar elections did not exceed the number of registered voters in the state. According to data, 66.91% of the state’s total registered voters exercised their franchise.
What is viral?
Social media user ‘Nishant Verma’ shared the viral post and wrote, “Maha scam of Election Commission in Bihar? They claim there are 7.42 crore, yet 7.45 crore votes were cast, and still report turnout as 66.91%. Does that mean Bihar has 12 crore voters? #VoteChori #Bihar #biharelection2025.”
Many other users on different social media platforms have shared this video with the same claim.
Investigation
Voting in Bihar was held in two phases on November 6 and 11, with the results declared on November 14. According to the results, the Bharatiya Janata Party (BJP) won 89 seats, the Janata Dal United (JDU) 85, the Rashtriya Janata Dal (RJD) 25, the LJP(R) 19, the Congress six, and the AIMIM five.
According to data released by the Election Commission (EC) after both phases of voting, 66.91% of voters participated in Bihar. According to figures, the total number of registered voters in Bihar was 7.45 crore, and 66.9 % exercised their franchise.
The data released on November 11 regarding the voting was provisional, meaning it did not include service voters, the percentage of TG voters, or postal ballots. On November 12, EC released updated figures, according to which the total voting percentage was 67.13%.
That means nearly 50 million voters cast their ballots out of a total of 74.52 crore. According to the EC, this is a historic voter turnout in the state since 1951.
That is, the claim that the voting in the state exceeded the number of registered voters is false and election propaganda.
It is worth noting that EC released the Special Intensive Revision (SIR) data for Bihar on September 30. According to these data, approximately 74.2 million voters are in the state as of September 30, 2025.
While releasing these figures on September 30, EC clearly stated that any person who still wants to apply to have his name in the voters’ list can apply till ten days before the last date of filing nomination for the elections.
That is, eligible persons could apply to have their names added to the voters’ list up to 10 days before the last date of filing nomination.
This is why the number of registered voters subsequently increased in the SIR released on September 30. The commission released the increase in the official figures.
According to data released on October 6, the number of registered voters in the state increased to 7.43 crore (up from 7.42 crore after the SIR released on September 30).
We contacted EC officials regarding claims that voter turnout in Bihar was higher than the number of registered voters in the state. They confirmed that only about 67%(66.91%) of the registered voters in Bihar exercised their franchise.
We also contacted the Central Election Commission regarding the viral post. A Commission official stated, “The claim that 74.5 million people voted in Bihar is a completely false figure.”
